Gildas Bourdais was born in France in 1939. He has a French masters degree in business administration, and works in technical publishing. He became interested in UFOs very early in life, but did not become active in the field until 1990. He is the author of 3 books on UFOs, and writes for the French UFO magazine "Lumieres dans la Nuit".

On July 16, 1999, a document was published in France called "UFOs and Defense - What Must We Be Prepared For?", or more commonly known as the COMETA Report. This ninety page report is the result of an in-depth study of UFOs covering many aspects of the subject, especially questions of defense. The study was carried out over several years by an independent group of former "auditors" at the Institute of Higher Studies for National Defense, and by qualified experts from various fields, and was presided over by General Denis Letty of the Air force. The main theme of the report is that the accumulation of well documented observations compels us now to consider all hypotheses as to the origin of UFOs, especially extraterrestrial hypotheses. The report is broken down into three main sections: Part 1: Facts and Testimonies, Part !!: The Present State of Knowledge, and Part !!!: UFOs and Defense. Gildas presents on the ufological situation with emphasis on the report, its most critical conclusions and findings, as well as the public and media reactions to it.
