Although a printing pressman and press mechanic by trade, Cook is a self taught expert on Spin Dynamics. Bilingual in Spanish and English with a brief study of Russian, French and German.

The Propulsion system known as the CIP engine has been accepted by many professionals who have learned of its theory and tested working models. Those with Doctorate degrees in Theoretical Physics have found it easy to accept this principle which deals with certain aspects of Quantum Mechanics.

This technical talk is my first since 1995. In 1995 I decided to hold off on anymore talks on the CIP engine until I could very dogmatically state that the system had been proven beyond any doubt. After that (in 1998) a series of tests done in December at “The Boeing Phantom works” in Seattle, began to show very favorable results. Another series of tests conducted by Boeing in May of 1999 showed even better results.

The final conclusive results were conducted in late November, early December of 1999. The tests conducted proved the CIP engine was TRUE reaction less force engine and this cast doubt on Newton’s’ 3rd law of motion and John Wallis’ Conservation of Angular Momentum. These two laws of motion would not allow for internal, unidirectional, reaction less forces. The final test that proved this principle beyond any doubt, was conducted on a Canvandish Torsion Pendulum in Taft, California in 2002. The only thing left to do is to build a flying model. This will cost about $250,000. Scientists and engineers have declared it a Revolutionary Idea that will dramatically change the world we live in. It could save the human race!
